i. At the workshop, participants developed 2 to 4 Indicators per TIP for
Work Plans 1 and 2 using SMART technique. These were discussed and refined
by participants. Generic Indicators for similar TIPs i.e. Budget Training
TIPs, PFCs etc. were agreed in Workshop. It was agreed that all PSOs will
develop 2 to 4 indicators for each TIP of 3rd Work Plan.
ii. The table showing management levels and reporting needs at each level
were prepared in terms of Who, To Whom, When and What.
iii. The feedback suggested by the participants on the scope of Program
Management Information System (PMIS) will be reviewed and incorporated
by the IT Admin. NPSO in consultation with DD-M&E as far as possible.
This will be subsequently shared with the PPSOs for their feedback.
iv. The following reporting formats were developed in
the workshop.

v. The Quarterly Operational Work Plan (July-Sept. 2004)
of NPSO was explained to the participants. It was agreed that PPSOs QWP
will be developed on the pattern of NPSO.
vi. The framework for monitoring and evaluation of DSP activities was
discussed in the workshop. It was agreed that IAs particularly local governments
need to assume ownership of DSP activities and one way to assist this
is for IA/LG Focal Persons to have primary responsibility for the monitoring
of DSP activities. The participants agreed that Focal Persons should monitor
training and workshop activities conducted by consultant firms in their
locality and provide reports to relevant N/PPSO following an agreed format
vii. It was agreed that Advisory Groups should be established at federal
and province levels composed of a small number (e.g. 5) of people with
proven technical skills in the group's area of focus. The method of organizing
Advisory Groups could be around themes or result areas or key technical
aspects of decentralization. To assist DSP monitoring particularly regarding
quality of key technical activities, Advisory Group members could be called
upon to give professional opinions on the quality of technical studies,
manuals, training guidelines etc in specific fields where PSO does not
have staff with the requisite skills and experience.
